To activate the cheats just dial the numbers below on your mobile (cell) phone and call (ignore the – symbol between number sets. It is just there for convience of reading purposes).

Replenish health, armour and ammo = 482-555-0100
Lose wanted level = 267-555-0100
Add one star to wanted level = 267-555-0150
Randomly change weather = 468-555-0100

FIND THE HIDDEN SULTAN RS:
Head up to the top of westdyke in Alderney and you will find a couple of tatty looking houses along beaverhead avenue, right on the edge of a cliff (its actually the derelict mansion from gta 3). Poke around in the bushes behind the farthest building and alas you will find the hidden Sultan rs.
The car is a souped up street racer with body kit, roll cage and side exhaust. It has great traction and is faster than a hot snot on grease proof paper.
