That means folks from Nevada will be invading Arizona again.

Maybe if you read the back of the monopoly box for the small print rules it will make sense.

Biggest problem is between tourist and Nevadians coming to Arizona the traffic on the Hoover Dam gets worse.
You can always tell how big the Lotto is by looking at the Nevada plates at a little cafe near the Hoover Dam.
