Ultimately the guys responsibility... even if you dont like to wear them or dont plan to wear them.
When you're on the 1 yard line and you're about to score... you dont want to be caught with the "no condom" penalty and lose the game.
Although I've never been told no, even if I didnt have one... typically the response will be "aww fugg it!"

The dude should have and carry the jimmy hats, and here's a reason why...
A friend of mine was talked into using the condom given to him by his girlfriend as they were gonna "get bizzay". He was about to open it until he noticed some strange pock marks on the wrapper.
So he opened the wrapper and found that she had put a bunch of pin-holes into the condom, rendering it useless as a form of birth control.
The girlfriend in question had essentially tried to get herself pregnant without his knowledge or consent via that molested condom. It wasn't clear as to whether or not she did to have a child, to entrap said friend into marriage, or to sock him with child support.
It still amounts to nothing more than dirty pool at any rate.
So -as far as I'm concerned- the dudes out there should always pack their protection, as you simply can't depend on anyone else to do it for you.

That kind of crap happens all the time here in L.A.- you get these wanna-be starlets who wanna sleep their way to the top in the film business. They think they can latch onto a producer and siphon off all that schweet child support money that they can get thanks in part to the incredibly feminist court system out here. It's truly sickening what happens out here.
So baggin' your own condoms would be a good thing to do. Don't depend on anyone else to whip out the jimmy hats and stuff.
